In these consolidated rails-to-trails cases, plaintiffs are landowners in South Carolina who allege that they are entitled to receive just compensation under the Fifth Amendment to the United States Constitution because the United States government effected takings of their reversionary property interests by operation of the National Trails System Act, 16 U.S.C. § 1241 et seq.
