This action is prosecuted by the plaintiffs, citizens and taxpayers of the city of Charlotte and members of the Board of Aldermen of said city against the defendants, Board of Water Commissioners, of said city, for the purpose of restraining and perpetually enjoining a proposed issue of bonds and the execution of a mortgage on the property held and owned by said hoard, and pledging the rents and tolls derived from tlic operation thereof to secure the payment- of the said bonds and the interest thereon.
