(After stating the facts.) It is alleged by the complainant and for the purposes of this action is admitted that the city of Coeur d’Alene was at the time of the passage of ordinance No. 380 indebted in the sum of $116,000, and that this indebtedness was and is in excess of the debt limitation prescribed by the constitution and statutes for cities of the class to which the city of Coeur d’Alene belongs.
