The appellant, Harold Summers, Jr., worked for the City of Charleston (the “City”) as a building inspector. The City terminated the appellant after he was accused of stealing an object from a condemned house. Appellant sought unemployment compensation benefits, which were awarded by an administrative law judge of the Board of Review of the West Virginia Department of Employment Security (the “Board”).
