Plaintiffs are class representatives of African American residents of Baltimore’s public housing developments. They filed suit in January, 1995 against the U.S. Department of Housing and Urban Development and its’ secretary (the “federal defendants”) and the Housing Authority of Baltimore City (“HABC”), its executive director and the Mayor and City Council of Baltimore (the “local defendants”).
