Plaintiff Malama Makua (“Malama”) challenges the Supplemental Environmental Assessment for Routine Training at Makua Military Reservation and PFC Pili-laáu Range Complex (“SEA”) and Finding of No Significant Impact (“FONSI”) issued by the United States Department of the Army (“Army”) on December 12, 2000.
