The Hawaii Automobile Dealers Association (HADA) and the National Automobile Dealers Association (NADA) have moved to intervene in this suit between General Motors Corporation (GM) and the State of Hawaii.1 GM and its wholly-owned subsidiary General Motors Overseas Distributors Corporation (GMODC) have sued John A. Burns, Hawaii’s governor, and other state officials, seeking to enjoin as unconstitutional various parts of the Motor Vehicle Industry Licensing Act (Act), H.R.S. ch. 437.
