COPELAND, Justice.
This appeal presents two issues for consideration:. (1) May the Commission through its ratemaking and supervisory authority include in Southern Bell’s operating expenses and revenues for ratemaking purposes those expenses, revenues and investments relating to its directory advertising operations (commonly referred to as the Yellow Pages)? We conclude that the Commission may include those expenses, revenues and investments, arising from directory advertising, in ratemaking proceedings.
