For many years, Carteret-Craven Electric Membership Corporation, a North Carolina electric cooperative, had a pole-attachment agreement with Time Warner Entertainment-Advance/N ewhouse Partnership, a cable service provider, permitting Time Warner to attach its cable to CartereWCraven Electric’s utility poles.
