Before the court are the COMPLAINT FOR EXTRADITION (18 U.S.C. § 3184) filed by the United States’ Attorney for the Northern District of Illinois on behalf of the Government of Canada seeking the extradition of respondents Thomas Kulekowskis, Anthony J.
