Before the court, in the form of a petition for temporary injunction brought under Section 10(1) of the National Labor Relations Act (29 U.S.C. § 160(1)) is the question of whether the Acting Regional Director of the National Labor Relations Board has “reasonable cause to believe” that the respondent, Plumbers Union Local 15, an unincorporated association, is and has been guilty of an unfair labor practice by causing a work stoppage on a construction project, or threatening to do so, where the dispute is a jurisdictional one.
