Defendant-Appellee Lenee Propios and co-defendant Louis Palea were charged, on April 26, 1991, with Promoting a Dangerous Drug in the Second Degree in violation of Hawaii Revised Statutes (HRS) § 712-1242(l)(b)(i) (Supp.1992) and Unlawful Use of Drug Paraphernalia in violation of HRS § 329-43.5(a) (Supp.1992).
