CEREZO, Chief Judge.

This is a political discrimination civil rights action, brought under 42 U.S.C. sec. 1983 by plaintiff Carlos R. Berrios-Cintrón (hereinafter “Berrios”) against Puerto Rico Electric Power Authority (hereinafter “PREPA”) and its Executive Director, Mr. Miguel A. Cordero (hereinafter “Cordero”). 1 Berrios also asserts a cause of action under the laws of Puerto Rico, 2 specifically under Law No. 382 of May 11, 1950, 29 L.P.R.A. sec. 136 et seq.; Law No. 100 of June 30, 1959, 29 L.P.R.A. sec. 146 et seq.; and Law No. 5 of October 14,1975, as amended, 3 L.P.R.A. sec. 1331…
