This civil rights action arises out of a dispute between plaintiff Honess 52 Corp. and the Town of Fishkill (the “Town”), the Town Board of the Town of Fishkill (the “Town Board”), and the Planning Board of the Town of Fishkill (the “Planning Board”) — collectively, the “Defendants”— over development of property owned by Plaintiff (the “Property”).
