Relator, an honorably discharged veteran of World War I, was employed by respondent county of St. Louis on January 5, 1939, as superintendent of~ maintenance and construction for the sixth commissioner’s district in the county highway department. On January 20, 1942, respondents board of county commissioners adopted a resolution that the county avail itself of the county civil service act, L. 1941, c. 423, and this action was ratified by the voters at the November election of that year.
