•Jibril L. Ibrahim, who is serving a life sentence in a federal penitentiary, filed a pro se suit against the District of Columbia, the United States, and federal prison authorities claiming they denied him adequate medical treatment for Hepatitis C and prostate cancer. Ibrahim appeals the District Court’s dismissal of his claims on the grounds of res judicata and lack of federal subject matter jurisdiction.
