Presently before the court is plaintiffs Motion for Preliminary Injunction (the *409“Motion”) (Doc. No. 2). Defendants filed a Response in opposition thereto (the “Response”) (Doc. No. 22). On January 10, 2013, the parties filed proposed findings of fact (“FF”) and conclusions of law (“Concl. Law”) (Doc. Nos. 26 (Plaintiffs), 27 (Defendants’)).
