Before the court is Westchester Fire Insurance Company’s Motion To Alter or Amend Judgment (Dkt.173) and the response by Tampa Port Authority (Dkt.184). 1
On June 6, 1997, following a bench trial, this court entered a memorandum opinion in which it found that in rem defendant M/V DUCHESS was hable for negligence for striking and damaging a pier owned by Tampa Port Authority (“TPA”).
