The appellant, National Council Junior Order United American Mechanics of the United States of America, is a fraternal secret organization, incorporated under the laws of the State of Pennsylvania, and by its charter, and by-laws and scheme of government, is controlled by a national council, which is its supreme head, and which is authorized to institute a council in each state, with authority to organize and institute subordinate councils' throughout the states and territories.
