Plaintiff, a registered voter, property owner, and resident of the Sisters School District in Deschutes County, brought this action against defendant, the Sisters School District (district), alleging that the district’s board unlawfully authorized the issuance of Certificates of Participation (COPs) as a means of financing various capital improvements.
