This was a proceeding under the Uniform Declaratory Judgments Act (sections 6-601 to 6-616, O. C. L. A.), in which the plaintiffs sought a declaratory judgment to determine the validity of a special school election, by virtue of which Clatsop County School District No. 3 and Clatsop County School District No. 15 were purported to have been consolidated under the name of Gearhart School District No. 15, Consolidated.
