HOLOHAN, Justice.
Plaintiffs, the City of Nogales and two of its resident taxpayers, brought this action for declaratory and injunctive relief against the State of Arizona, Fund Managers of the Public Safety Personnel Retirement System, the State Treasurer, and the Attorney General. The action questioned the constitutionality of A.R.S. § 38-841 et seq., the Public Safety Personnel Retirement System. In Saunders v.
