On June 18, 2004, the General Services Administration (“GSA”) issued Solicitation for Offers No. 9MD0023 (“Solicitation”) and a Program of Requirements (“POR”) for the design, finance, and construction of leased property for the National Oceanic and Atmospheric Administration for Weather and Climate Prediction (the “Project”).2 PI.
