Wirth Limited (‘Wirth”), an importer of steel “profile slabs” produced in Brazil by Companhia Siderúrgica de Tubarao (“CST”), challenges an unpublished scope determination issued by the United States Department of Commerce (“Commerce”) finding CST’s profile slabs are within the class or kind of merchandise covered by antidumping and countervailing duty orders on certain cut-to-length carbon steel plate from Brazil.
