We consider here one of a number of related unfair labor practice charges filed by the Seafarers International Union of North America, Atlantic, Gulf, Lakes & Inland Waters District, AFI^CIO (“S.I.U.”) against a group of barge lines, commercial terminal companies and dock companies.
