Plaintiff, Food City, Inc. (“Food City”), brought this action pursuant to 7 U.S.C. § 2023 seeking judicial review of a decision by the Food and Nutrition Service of the United States Department of Agriculture (“FNS”) permanently disqualifying Food City from participation in the federal food stamp program.
