RONEY, Circuit Judge:
E. R. Redmond, d/b/a Areola Food Market, brought the instant action in the district court to review a final determination of the United States Department of Agriculture disqualifying Redmond from participating in the federal food stamp program for a period of one year. Redmond was suspended for permitting food stamps to be used to pay for credit sales and to purchase items not justified under the program.
