GUITTARD, Justice.

The trial court denied an application for a temporary injunction to restrain defendants, individually and as officials of the State of Texas, from interfering with plaintiffs’ business of selling fractional interests in oil and gas leases. We affirm.

The petition alleges that the five plaintiffs are corporations engaged in interstate offerings and sales of fractional interests in mineral leases within an exemption from registration provided by Regulation B of the Securities and Exchange Commission under the Securities Act of 1938, 15 U.S.C. § 77c(b) (1970).
