The plaintiff, Consolidated Cigar Corporation (Consolidated), sought a judgment declaring that G. L. c. Ill, § 128H, 1 and the Regulations on Rights of Visitation for Migrant Workers (regulations) promulgated by the Department of Public Health (department) pursuant to the statutory mandate are unconstitutional on their face and as applied to Consolidated.
