MEMORANDUM OPINION
BERYL A. HOWELL, District Judge.
Plaintiff Eric Feldman, the former Inspector General of the National Reconnaissance Office (“NRO”), brought this action against his employer, the Central Intelligence Agency, for alleged violations of the Privacy Act of 1974, the law that governs how federal agencies must treat records containing personal information. Feldman, a CIA employee, was detailed to the NRO as Inspector General. The NRO is a U.S. government intelligence agency that operates spy satellites.
