The Multiemployer Pension Plan Amendments Act of 1980 (“MPPAA”), Pub. L. No. 96-364, 1980 U.S.Code Cong. & Ad. News (94 Stat.) 1208 (amending the Employee Retirement Income Security Act (“ERISA”), 29 U.S.C. §§ 1001-1461 (1982)), was enacted out of a concern that ERISA did not adequately protect multiemployer pension plans from the adverse consequences that result when individual employers terminate their participation or withdraw.
