¶1 — Shawn Greenhalgh, a correctional center inmate, appeals a trial court decision dismissing his Public Records Act (PRA)1 lawsuit, arguing (1) the Department of Corrections (DOC) waived any statute of limitations affirmative defense by not raising this defense in its initial answer, (2) the trial court erred in applying the statute of limitations, and (3) the DOC is equitably es-topped from arguing the statute of limitations because it *140promulgated an internal rule that is inconsistent with the statute of limitation defense.2 We affirm.
