The City Council has determined that the use of property in flagrant violation of the laws relating to controlled substances and dangerous drugs interferes with the "quality of life” and the community environment, besides endangering property values and the public health, safety and welfare of the public, and therefore, enacted the "Nuisance Abatement Law” (Administrative Code of City of NY § 7-701).
