Gerdau Ameristeel Corp. and Keystone Consolidated Industries, Inc., (jointly, “Gerdau”) appeal from the judgment of the Court of International Trade upholding a final determination by the International Trade Commission. The issue on appeal is whether, on remand from a prior appeal to this court, the Commission was compelled by our remand instructions and prior decisions of this court to conclude that less than fair value (“LTFV”) imports of steel wire rod from Trinidad and Tobago did not cause a material injury to a domestic industry.
