Panhandle Eastern Pipe Line Company (“Panhandle”) challenges two Federal Energy Regulatory Commission (“FERC” or “Commission”) orders summarily dismissing certain tariff sheets filed by Panhandle. See Panhandle E. Pipe Line Co., 43 F.E.R.C. ¶ 61,121 (1988), reh’g granted in part and denied in part, 43 F.E.R.C. ¶ 61,530 (1988).
