BUCKLEY, Circuit Judge:
The Home Rule Act allows Congress thirty statutory days to review legislation enacted by the Council of the District of Columbia. In December 1990, the Council enacted legislation that would impose strict liability on the manufacturers, dealers, and importers of any assault weapon that caused a bodily injury or death in the District.
