MEMORANDUM OPINION
WALTON, District Judge.
The plaintiffs, five residents of the District of Columbia, have filed a complaint with this Court seeking “to vindicate the rights of residents of the District of Columbia to exercise the same rights accorded to American citizens in every State of the Union to keep and bear arms under the Second Amendment to the United States Constitution, which [the plaintiffs allege] guarantees the right of law-abiding citizens to keep handguns in the home for lawful defense of their families and other lawful purposes.” Complaint (“Compl.”) ¶ 1.
