BUCKLEY, Circuit Judge:
Sydney 0. Hall appeals from the district court’s dismissal of his complaint for failure to state a claim. Hall was terminated as the Athletic Director of the University of the District of Columbia. He claims that he was fired, in violation of the First Amendment, because of his criticisms of improprieties within the Athletic Department.
