The appellant, Melvyn L. Roberts, appeals the July 1997 decision of the Board of Veterans’ Appeals (BVA or Board). The BVA determined that the appellant’s claim for secondary service connection of arthritis in multiple joints, not including his hands and feet, was not well grounded. The appellant had previously been granted service connection for arthritis of his hands and feet secondary to frostbite that he had suffered during active duty in Korea.
