At its session of 1921 the legislature passed an Act (No. 166) reading as follows: “The treasurer of the Territory of Hawaii is hereby authorized and directed to pay, upon a warrant drawn by the auditor of the Territory, the sum of thirteen thousand two hundred dollars ($13,200.00) to J. B. Agassiz, for the purpose of reimbursing said J. B.
