The Pennsylvania School Boards Association (PSBA)1 petitions for review of a Statement of Policy of the Public School Employees’ Retirement System (PSERS). The Statement of Policy allows teachers 2 *740to purchase credit for their part-time service rendered prior to their becoming members of PSERS, thereby increasing their pension benefits. Invoking this Court’s original jurisdiction,3 PSBA seeks declaratory and injunctive relief to prevent implementation of the Statement of Policy. For the reasons set forth below, we deny PSBA’s request for relief.
