Gregory L. Cutler petitions for review of an adjudication of the State Civil Service Commission (Commission) sustaining the decision of the Office of Administration not to appoint him to the position of Pennsylvania Management Associate. 1 The Commission held that Cutler, a veteran, was not entitled to have ten points added to his civil service examination test results because he had already used a veterans’ preference at the time he was first hired by the Commonwealth.
