This appeal arises from a declaratory judgment action challenging appellee Public School Employees’ Retirement System’s (“PSERS”) interpretation of Section 8303(c) of the Public School Employees’ Retirement Code, 24 Pa.C.S. § 8101 et seq., as authorizing active members of the system to purchase credit toward retirement for previous school service rendered during a period when the employees were not yet members of PSERS.
