The petition of Jack Mitchell Williams is in form one for a writ of prohibition or other appropriate writ. For the reasons set forth in this opinion, the proceeding will result in the issuance of a writ of mandamus. If a writ of prohibition is uncalled for but the facts warrant positive relief, a writ of mandate may issue (Proctor & Gamble Mfg. Co. v.
