The plaintiff, Airline Car Rental, Inc. (“Airline”), brought suit against the Shreveport Airport Authority (“the Authority”) challenging its “Resolution Establishing Regulations and Fees for Rental Car Businesses Operating at the Shreveport Regional Airport Without a Lease.” The matter is now before the court on cross-motions for summary judgment.
