OPINION

MOORE, Chief Justice.

This case involves a challenge to the constitutionality of AS 16.05.255(d), which states that regulations adopted by the Alaska Board of Game (the Board) “must provide that ... the taking of moose, deer, elk, and caribou by residents for personal or family consumption has preference over taking by nonresidents.” Pursuant to this statute, the Board adopted regulations restricting the hunting of moose by nonresidents in certain game management units.
