Annually, the Mayor and City Council of Baltimore (“the City”) and its various employee units engage in collective bargaining regarding terms and conditions of employment. If the City and its fire officers and firefighters (collectively, “Firefighters”) cannot reach agreement through collective bargaining, they are required, under the Baltimore City Charter (“the Charter”), Art.
