This case comes to ns upon the pleadings. Plaintiffs’ amended and substituted petition alleged that they had been the owners of certain real estate in Des Moines abutting on Third Street; that in May 1961 the City passed its resolution, copy of which is attached, authorizing the Iowa State Highway Commission to improve Third Street by the construction of a freeway and relocating Second Street, and that in August, September and October of that year Third Street was so altered by relocation of Second Street in accordance with said resolution as to entirely cut off access to Third Street from…
