This is an appeal by the city of Bloomington (hereafter referred to as the city) from a summary judgment entered in Hennepin County District Court in favor of Brooks Investment Company.
Brooks Investment Company, a partnership composed of Harry Brooks, Dora Brooks, and Sheldon Brooks, (hereafter referred to as Brooks) commenced this action seeking to recover compensation for property taken by the city for street purposes.
