MEMORANDUM OPINION and ORDER

This case stems from an arrest by a Baltimore City police officer following a traffic stop on 1-83 in Baltimore City. Plaintiff Rosemary Munyiri asserts that she was pulled over for minor traffic offenses, arrested at gunpoint, and taken to the Baltimore Central Booking and Intake Facility (“CBIF”), where she was subjected to strip and visual body cavity searches.
